Approved Motion: That the Board of Education of School District No. 61 (Greater Victoria) approve Capital Plan Bylaw No. 2021/22-CPSD61-03. WHEREAS in accordance with section 142 of the School Act, the Board of Education of School District No. 61 (Greater Victoria) (hereinafter called the “Board”) has submitted a capital plan to the Minister of Education (hereinafter called the "Minister") and the Minister has approved the capital plan or has approved a capital plan with modifications, NOW THEREFORE in accordance with section 143 of the School Act, the Board has prepared this Capital Bylaw and agrees to do the following: (a) Authorize the Secretary-Treasurer to execute a capital project funding agreement(s) related to the capital project(s) contemplated by the capital plan or the capital plan with modifications; (b) Upon ministerial approval to proceed, commence the capital project(s) and proceed diligently and use its best efforts to complete each capital project substantially as directed by the Minister; (c) Observe and comply with any order, regulation, or policy of the Minister as may be applicable to the Board or the capital project(s); and, (d) Maintain proper books of account, and other information and documents with respect to the affairs of the capital project(s), as may be prescribed by the Minister. NOW THEREFORE the Board enacts as follows: 1. The Capital Bylaw of the Board for the 2021/22 Capital Plan as approved by the Minister, to include the supported capital project(s) specified in the letter addressed to the Secretary-Treasurer and Superintendent, dated October 22, 2021, is hereby adopted. 2. This Capital Bylaw may be cited as School District No. 61 (Greater Victoria) Capital Bylaw No.2021/22-CPSD61-03. Read a first time this 22 day of November, 2021. Read a second time this 22 day of November, 2021.

October 5, 2021

Approved Motion: That the Board of Education of School District No. 61 (Greater Victoria) approves: (1) the disposal of a 7.3 acre portion of School District property municipally known as 1765 Lansdowne Road, Saanich, BC and legally described as: PID: 005-852-962, Lot A Section 27 Victoria District Plan 6679 (the “Property”); (2) the entering into and completion of the obligations contained in an agreement of purchase and sale (the “Purchase and Sale Agreement”) in respect of the Property with Conseil Scolaire Francophone de la Colombie-Britannique (the “Purchaser”) in the amount of $15,232,000 more or less; (3) the granting of authority for the Purchaser, acting in the name of the Board or otherwise, to advance certain zoning, subdivision, and development related amendments to the Property with the District of Saanich and other third parties prior to completion of the disposal of the Property; (4) the taking of all such action and the execution and delivery of all such documentation ancillary to, or related to, the foregoing; and (5) the authorization of the Secretary-Treasurer to execute and deliver, on behalf of the Board, the Purchase and Sale Agreement and all such amendments thereto and all related and ancillary documents as the Secretary-Treasurer may, in her discretion, consider advisable. The Board confirms that the Board will not require the Property for future educational purposes. Read a third time, passed and adopted the 05th day of October, 2021, and finally passed and adopted this 05th day of October 2021.

Action: The Board gave the third and final reading to Bylaw 2021-03.

Approved Motion: Be it resolved that the Board of Education of School District No. 61 (Greater Victoria) direct the superintendent to direct staff to determine the cost of incorporating net zero into the design of new Cedar Hill Middle School; AND FURTHER That staff report the cost, including business case, back to the Board by November 2021 for Board approval to consider the funds for the net zero design.

Action: The Board voted in favour of this motion and a report will be brought to the November 22, 2021 Board meeting.
