Update: Lansdowne (North) Middle School Partial Sale of Land 

Background

On October 5, 2021, the Greater Victoria Board of Education (the Board) approved the sale of 7.3 acres of land to the Conseil scolaire francophone de la Colombie-Britannique (CSF). The land is a portion of Lansdowne Middle School’s 25 acre North Campus property located at 1765 Lansdowne Road. 

Prior to the Board approving the sale of land, the Greater Victoria School District shared information broadly with the community on March 3, 2021 through a joint media release with CSF. As well, public consultation was conducted on Wednesday, April 28, 2021, where the public was invited to attend an online information session (due to COVID-19 restrictions) with an opportunity to ask questions and provide feedback. Written input submissions were also welcomed from April to June 14, 2021, with a public reminder published on June 7, 2021. Feedback was considered by the Board of Education at the September 27, 2021 Board meeting. The bylaw was approved at the October 5, 2021 special Board meeting.

The CSF is a public school district with more than 6,400 students and 46 schools across the province, offering a curriculum from Kindergarten through Grade 12. The Government of BC provided $15 million to the CSF to purchase this property. The CSF plans to use the property to build a new and permanent École Beausoleil to meet the needs of Francophone families in the community. 

 

September 2024 Update 

The Greater Victoria School District would like to provide an update on the land disposal project.  

Full subdivision plans have now been made available by the District of Saanich which requires the Board to approve road dedications and a statutory right-of-way (SRW), and seek an easement. The Board will be considering a disposal bylaw for the disposal of land associated with the road dedications and SRW noted below at a public meeting to be held on October 10, 2024.

Road Dedications 

  1. Lansdowne Road: Saanich has requested a road dedication along Lansdowne Rd to be covered by a modification of the existing pedestrian SRW CA626810. The sidewalk and bike lane have already been upgraded. 
  1. Richmond Road: Saanich has requested a road dedication along Richmond Rd. The road will be widened with a 3.3-metre vehicle lane, 2-metre landscaped boulevard, 2-metre bike lane, and a 2-metre separate sidewalk. All costs will be part of the CSF project. 
  1. Right Turn Lane at the Intersection of Lansdowne Road and Richmond Road: Saanich has requested a 5-metre-wide and 60-metre-long road dedication for a future right turn lane at the intersection of Lansdowne Rd and Richmond Rd. The right turn lane will be designed to current urban standards with pedestrian safety as a top priority. 

Statutory Right-of-Way 

  1. Taylor Avenue to Richmond Road: Saanich has requested an SRW for a 2-metre-wide asphalt walkway between Richmond Rd and the existing pathway between 1766 and 1770 Taylor Ave. The pathway is part of Saanich’s Active Transportation Plan. 

Easement 

  1. Surface Drainage Easement: Easement through, under, and across the proposed CSF lot for the purpose of drainage of surface water from the remaining GVSD lot over the proposed CSF lot, and connecting the existing storm drain lines to the new service connection on the proposed CSF lot.
