Board Meeting Highlights – September 26, 2022

2023-2024 Budget Development Process

The Board of Education has approved the budget development process for the 2023-2024 school year. The operating budget is expected to be more than $210 million. Between November 2022 and April 2023, the District will be providing opportunities to connect students, staff, administrators, Songhees Nation, Esquimalt Nation, Métis Nation of Greater Victoria, the Urban Peoples’ House Indigenous Advisory, parents and guardians, along with members of the public, to provide input and learn more about resource allocation. The District will host facilitated discussions, public meetings and a student symposium. Financial Year End Reporting

KPMG presented the Audit Findings Report for 2021-2022 school year to the Board, including the financial statements.

The report found the financial statements were in compliance with zero adjustments required by the auditors. There were no corrected or uncorrected audit differences. The draft statements provided on the first day of the audit, were the exact statements provided to the Board in the final report.

Framework for Enhancing Student Learning (FESL)

The Board approved the second annual Framework for Enhancing Student Learning Report. The report outlines the District’s approach to improving student success with evidence based data and strategies that support a system of continuous improvement. Every school district is required to submit the report to the Ministry, highlighting the plans for improving student learning, and enhancing the intellectual, social and career development of all students in the K-12 public system.

Proceeds from Caledonia Land Exchange

The Board passed a motion to allocate the total proceeds from the Caledonia land exchange and disposal from the Local Capital Reserve to support the Vic High seismic capital project. The Board is allocating $2.6 million to the capital project as its contribution, as set out by the Ministry of Education and Child Care. Another $557,564, will go towards improving amenities at the secondary school for students, staff and community.

Role of Trustee Policy

Superintendent Evaluation Policy

The Board approved an amended Superintendent Evaluation Policy 2100.1. The Superintendent’s evaluation provides for both accountability and growth, as well as for strengthening the relationship between the Board and the Superintendent. The written Superintendent evaluation report will affirm specific accomplishments and identify areas of growth, where applicable.
