Ministry Resource Guidelines

British Columbia supports an inclusive education system in which students with special needs are fully participating members of a community of learners. It is this vision that is reflected in the policy for special education. The special education policy framework, and the guidelines that support it, provide some practical planning and delivery tools to assist in making this vision a reality.

Students with special needs have disabilities of an intellectual, physical, sensory, emotional, or behavioural nature, or have a learning disability or have exceptional gifts or talents.
